Professor Radim Boháč to Be New Dean of Faculty

Professor Radim Boháč was elected the new Dean of the Faculty of Law of Charles University at today’s session of the Faculty’s Academic Senate. The current Dean, Jan Kuklík, will be succeeded as of 1 February 2022 by Professor Boháč, who was appointed by the Rector of Charles University, Professor Tomáš Zima, for a four-year term of office until 2026.

Prof. JUDr. Radim Boháč, Ph.D. (* 21 July 1979) is a member of the Department of Financial Law and Finances of the Charles University Faculty of Law.
After completing his master’s degree, he was an internal doctoral student at the department and he was then later hired as an assistant professor. Between 2006 and 2017, he worked as the academic secretary to this department. After successfully defending his habilitation dissertation on the topic of tax revenues of public budgets in the Czech Republic, he was appointed associate professor in the field of financial law and finances. On 8 May 2021, he was appointed Professor by the President of the Czech Republic.
He has been a member of the Research Board of the Faculty of Law of Charles University since 2016. In 2018, he became a member of the Research Board of the Faculty of Law of Masaryk University, and in 2020, he also became a member of the Research Boards of the Law Schools in Olomouc and Pilsen. In 2017, he became a member of the Academic Senate of the Faculty of Law of Charles University, and was elected its President, and also became a member of the Academic Senate of Charles University.
He has been the guarantor of the master’s study programme Law and Jurisprudence since 2019.

In 2010, he began working at the Ministry of Finance, where he now works at the Department of Tax Legislation. He has been the chair of the committee of the Ministry of Finance which prepares decisions on remedial measures filed against the decisions of the Ministry of Finance in the area of tax administration since 2014, and has also been the chair of the special committee of the Ministry of Finance for proceedings regarding appeals against decisions of the ministry brought to the government minister under the Free Access to Information Act since 2019.

In 2020, he became the chairman of the Working Committee for Public Law II - Financial Law of the Legislative Council of the Government of the Czech Republic. Until then, he has been the vice-chairman (from 2014) and member (from 2007) of the Committee. Between 2006 and 2012, he was a member of the Law and Security working group, and between 2012 and 2016 he was a member and secretary of the Law and Public Administration working group of the Accreditation Committee. From 2004 to 2011, he taught Financial Law at Metropolitan University Prague.

He specialises in budget law, tax law (in the broader sense of the term), and questions related to bodies and entities of financial law. He publishes regularly in professional journals. He is the author or co-author of the following books: Daňové příjmy veřejných rozpočtů v České republice [Tax Revenues of Public Budgets in the Czech Republic] (Praha: Wolters Kluwer, 2013), Komentář k zákonu o dani z hazardních her [Commentary to the Gambling Tax Act] (Praha: Wolters Kluwer, 2017), and Rozpočtové právo [Budget Law] (Praha: C. H. Beck, 2007).

He is a member of the European Association of Tax Law Professors (Amsterdam) and of the Centrum Informacji i Organizacji Badań Finansów Publicznych i Prawa Podatkowego Krajów Europy Środkowej i Wschodniej v Białystoku (Poland). He is a member of the editorial board of the journals Právník [Lawyer], Daně a finance [Taxes and Finances], and Przegląd Orzecznictwa Podatkowego. In 2018, he was a visiting professor at Nova Southeastern University, Shepard Broad College of Law (Florida).

He is married and has two children.
