From the reactor to the bedrock –
Deep geological disposal of spent nuclear fuel in Finland and the legal framework

In the lecture, the speaker will present the legal issues associated with the commissioning of the world's first deep geological repository for nuclear waste. This refers to the repository in Finland, which received its final operating license in August 2026.

About the speakers:

Prof. Kaisa Huhta is a Professor of European Law specializing in energy law at the University of Eastern Finland and Co-Director of the Center for Climate Change, Energy and Environmental Law (CCEEL). She also serves as a part-time professor at the European University Institute, is Editor-in-Chief of the Journal of Energy and Natural Resources Law, and is an expert member of the Finnish Market Court.

Prof. Seita Vesa serves as a Professor of Environmental Law, focusing on sustainability transitions, at the Center for Climate Change, Energy and Environmental Law (CCEEL) at the University of Eastern Finland (UEF). Additionally, she works as a Senior Researcher in the Climate Solutions Unit at the Finnish Environment Institute (SYKE).

Dr. Kim Fyhr is a Senior Researcher at the University of Eastern Finland’s Law School, where he contributes to the INTEL and FOUNDATIONS projects. Before entering academia, Kim spent nearly a decade at Finland’s Permanent Representation to the EU in Brussels; his roles included serving as Counsellor for Energy and, later, as Head of the Unit for Relations with the European Parliament during Finland’s Presidency of the Council of the EU in 2019.
